MOM Issues New Vaccination Requirements for Work Pass Holders

Starting on Oct. 1, work pass holders and their dependents must be fully vaccinated (including a booster shot for those eligible) when applying for or renewing passes, as per the latest COVID-19 advisory from the Ministry of Manpower (MOM).

Work permit holders and S Pass holders in the Construction, Marine shipyard and Process (CMP) sectors must comply with the MOM’s updated vaccination requirements. This is also applicable to fully vaccinated pass holders aged 13 and above with booster shot received not less than 270 days before their primary vaccination doses.

Pass holders who received vaccinations in other countries must present a verified digital copy of their vaccination certificates or submit to a serology test upon entering Singapore. Those working in the CMP who are holders of an S Pass, Work Permit, or Training Work Permit and were vaccinated overseas shall verify their vaccination records within seven days of their arrival in the city-state. The remaining passholders will have 30 days to complete the requirement.

Pass holders who will undergo a serology test must carry out the following, depending on the results: 

  • Negative - The pass holder needs to complete the full vaccination regime within 2 months from the date of test result.
  • Positive - The pass holder’s vaccination record will be updated in the National Immunisation Registry (NIR) within 2 days. The vaccination status will then be reflected in their HealthHub or TraceTogether app. If not, please check with the clinic that performed the test for the pass holder.
